What Limits Social Spending?

نویسنده

چکیده

The forces that are most likely to set the ultimate limits on social spending as a share of GDP are not those usually imagined. The deadweight costs of such spending, and the taxes behind them, fail to show the predicted upward spiral. The experience of 1960–1981 shows a major role for shifts in relative age-group sizes, but with an approaching sunset to the effect of aging on social-spending patterns. In addition, the further are the middle pre-fisc income ranks from the poor, the lower the political tendency to spend on any major type of social program. r 1996 Academic Press, Inc.

The Fiscal Dimensions of Conflict and Reconstruction

Political violence, coup d’état, civil wars and inter-state wars, all have fiscal dimensions (and sometimes fiscal causes). Who gets what—public employment and public spending—and who has to pay for it, are questions that raise fundamental issues about the distribution of society's resources. These can only be resolved peacefully by some form of social contract, resting on the foundation of eff...

The Pro-Competitive Effect of Campaign Limits in Non-Majoritarian Elections.∗

We study a model of elections in non-majoritarian systems that captures the link between competition in policies and competition in campaign spending. We argue that the overall competitiveness of the political arena depends both on the endogenous number of parties contesting the election and the endogenous level of campaign spending. These two dimensions are linked together through their combin...

What Would Block Grants or Limits on Per Capita Spending Mean for Medicaid?

Issue: President-elect Trump and some in Congress have called for establishing absolute limits on the federal government’s spending on Medicaid, not only for the population covered through the Affordable Care Act’s eligibility expansion but for the program overall. Such a change would effectively reverse a 50-year trend of expanding Medicaid in order to protect the most vulnerable Americans. Go...
